United Nations Security Council Resolution 1

27 of February 2025, The United States of America

    The Security Council,

    Recognizing previous decisions to consider cyber attacks the same as attacks on physical infrastructure,

    Reaffirming that nations have a right to protect their sovereignty and territorial security in response to foreign aggression,

    Keeping in mind the lack of penalties towards any and all hackers,

  1. Calling on China (or any host nation of a cyber attack) to comply with international investigations into the incident;
  2. Request that China impose severe penalties on anyone caught in the act of hacking;
  3.  Reiterates the importance of sovereignty of each state in determining what is best for regulating its cyberspace;
  4. Urges all participants to sign a law declaring that each country has the right to regulate and protect its own cyberspace; 
  5. Decides to remain seized of the matter.
