United Nations Security Council Resolution 1
27 of February 2025, The United States of America
The Security Council,
Recognizing previous decisions to consider cyber attacks the same as attacks on physical infrastructure,
Reaffirming that nations have a right to protect their sovereignty and territorial security in response to foreign aggression,
Keeping in mind the lack of penalties towards any and all hackers,
- Calling on China (or any host nation of a cyber attack) to comply with international investigations into the incident;
- Request that China impose severe penalties on anyone caught in the act of hacking;
- Reiterates the importance of sovereignty of each state in determining what is best for regulating its cyberspace;
- Urges all participants to sign a law declaring that each country has the right to regulate and protect its own cyberspace;
- Decides to remain seized of the matter.
